For several years, there has been concern among educators in the U.S. that the needs of the nation's gifted and talented students are not being adequately met. Indicators such as the Scholastic Aptitude Tests, Advanced Placement Tests, the National Assessment of Educational Progress, and international tests comparing academic performance across nations indicate that gifted and talented students in the U.S. do not learn as much as they could and do not compare favorably with students in other countries.
Three years ago, National Excellence: The Case for Developing America's Talent described the "quiet crisis" in how we educate our "top" students. Its thorough analysis indicated that students gifted in areas that range from the mathematical to the musical are not being challenged in our schools. The neglect of these students' special needs makes it increasingly difficult for the U.S. to compete in a global economy demanding their skills.
