A broad coalition of general and special education groups have developed a consensus plan for the reauthorization of the Individuals with Disabilities Education Act (IDEA). The twenty-year old landmark special education law helps the nation's schools serve more than 5.4 children with disabilities.

The IDEA legislation guarantees students with disabilities "a free, appropriate public education." It provides for the development of individualized education programs for students with disabilities. It requires that education and related services (e. g., physical therapy, specialized equipment, counseling, etc.) be provided if a child needs them in order to learn.

The reauthorization process began with the Clinton Administration's proposed amendments to the IDEA legislation in 1995. In March, 1996, the U.S. Senate Labor and Human Resources Committee approved its version of a bill to reauthorize the IDEA. The House Economic and Educational Opportunities Committee is now beginning its hearings on renewal. After its version of the bill is passed, a Senate-House Conference Committee will convene to develop a final bill reauthorizing this very important special education legislation.
