Introduction - Military Response and Homeland Security The debate about how to fight terrorism is no less contentious than that about its definition, causes and goals. While many writers recommend a combination of military action and conventional law enforcement, sharp disagreement persists about which will be more effective and should receive priority. As we shall see, an anti-war movement believes there should be no military action at all. But even within the mainstream, military advocates and advocates for increased police, intelligence and surveillance activity are taking very different cases to Congress and the public.
