Having read the chapter, you should be able to do each of the following:

  1. Discuss the factors determining the success of a presidency.
  2. Summarize the "two presidencies" thesis. Comment on its strengths and shortcomings, citing historical examples where appropriate.
  3. List the major stipulations of the War Powers Act. Discuss the extent to which the legislation has accomplished its purpose.
  4. Analyze the relationship between the executive and Congress. Assess the ability of either institution to set policy independently of the other.
